A Crisis Committee is usually a smaller body that splits into different “Cabinets” - 2 or more sides that clash and have to (most of the time) overcome one another. The “Crisis” is a pressing issue: war, revolution, economic disaster… Failure to deal with it swiftly spells doom for the losing cabinet. Each delegate represents a character and each action has consequences.
